Delhi NCR is one of the most heavily regulated regions in India for building height, and it’s also one of the most misunderstood. A large share of developers in Noida, Gurugram, Faridabad, and Ghaziabad assume that because 2020’s rule changes shrank the red zone around Indira Gandhi International (IGI) Airport, height restrictions have relaxed across the board. They haven’t. Why Delhi NCR Is a Complicated NOC Region
Most Indian cities deal with a single civil airport’s zoning. Delhi NCR deals with several overlapping layers at once:
- IGI Airport (Delhi) — the primary civil airport driving the region’s Colour Coded Zone Map, red zone, and funnel restrictions
- Hindon Airport (Ghaziabad) — a civil enclave operating out of an Indian Air Force station, meaning nearby sites can fall under both AAI’s civil process and a separate defence clearance requirement
- Noida International Airport (Jewar) — the upcoming airport already influencing height and land-use planning across Greater Noida and the wider Yamuna Expressway corridor

IGI’s Red Zone: What Actually Changed in 2020
Two distinct restrictions operate around IGI, and confusing them is the single most expensive mistake buyers and developers make. Until 2020, the red zone under the CCZM covered 129 sq km around IGI, within which no structure above 18 m could be built without a mandatory AAI NOC. Following the 2020 rule changes, the red zone area was reduced to 60 sq km, but the 18 m ceiling inside it remains unchanged. In other words: the area covered by the strictest rule shrank, but inside whatever area is still covered, the height cap didn’t move. A plot that fell outside the red zone after 2020 isn’t automatically free of restrictions either — it simply falls under a different CCZM grid with its own permissible top elevation, not zero restriction.
The Approach Funnel — Delhi NCR’s Strictest Zone
The funnel zone is more severe than the red zone, and it applies directly along the runway approach and departure paths rather than as a flat radius. In the funnel, permitted height equals 2% of the distance from the runway edge — a plot 1,000 m from the runway edge is capped at just 20 m. This isn’t theoretical: AAI directed the Delhi Development Authority to halt construction at nearly 100 plots in Dwarka Sector 8 after determining the buildings fell inside the runway approach paths. That single case is the clearest example on record of a funnel restriction stopping a project after purchase, at a location many buyers assumed was already cleared.
How the CCZM Applies Across Delhi NCR
The Colour Coded Zone Map divides the full 20 km radius around IGI into colour-coded grids, each carrying a Permissible Top Elevation (PTE) measured in metres above mean sea level (AMSL). Vasant Kunj is a good example of how this gets misread: eased 2020 norms shrank the red zone and simplified NOCAS approvals, but every plot in Vasant Kunj still sits within a CCZM grid with its own PTE figure, and the lowest applicable surface restriction governs. The same logic applies across the wider NCR — Noida, Greater Noida, Gurugram, Faridabad, and Ghaziabad each sit at varying distances from IGI (and, in Ghaziabad’s case, from Hindon too), so the permissible height at your exact coordinates has to be checked against the current CCZM rather than assumed from a neighbouring project.
Do You Need an AAI NOC for Your Delhi NCR Project?
Under GSR 751(E), no construction or planting is allowed within a 20 km radius of an airport’s Aerodrome Reference Point without a prior NOC from AAI, irrespective of the height or type of structure — the requirement to check applies regardless of how tall your building is. Whether a full application is actually needed comes down to your surveyed coordinates and elevation against the CCZM: sites where the proposed structure’s top elevation is below the CCZM’s permitted top elevation may be auto-settled by the system without a full manual review, but you only know that after the site is surveyed and checked.
How an Airport NOC Survey Works in Delhi NCR
- Zone identification — Confirm which zone your plot falls in — red zone, funnel, or a standard CCZM grid — and, for Ghaziabad-area sites, whether Hindon’s defence jurisdiction also applies.
- Site elevation and coordinate survey — A site elevation survey captures WGS-84 coordinates and AMSL elevation across the plot, meeting AAI’s 0.5 m elevation and 3 m position accuracy requirements.
- PTE comparison — Surveyed elevation is checked against the CCZM’s Permissible Top Elevation for that specific grid, since PTE varies plot to plot across the region, not by area alone.
- Documentation — Certificates, ownership proof, and structure drawings are compiled per AAI’s NOCAS documentation requirements.
- NOCAS filing — The application is submitted online, or, for grids already cleared under CCZM, routed through the local municipal body without a separate AAI referral.
- NOC issuance or auto-settlement letter — Depending on the zone, you’ll receive either a formal NOC or a system-generated auto-settlement confirming no NOC was required.
Which Structures Need This in Delhi NCR
This isn’t only a concern for high-rise residential and commercial buildings.
